And the Answer is:

 None other than George Washington, who gave that sage advice in his Farewell Address, originally published in the American Daily Advertiser on September 19, 1796.
Although President Washington did not leave office until March of 1797, he issued his Farewell Address in September of 1796 in order to announce that he would not stand for a third term as US President.
Interestingly, Washington actually wrote his Farewell Address in 1792,
as he was preparing to leave office after only one term.
Only at the urging of Alexander Hamilton and Thomas Jefferson, who convinced the President that only his leadership could hold the county together, given the foreign policy and domestic policy challenges the new nation faced, did Washington agree to serve a second term.

 Since the founding of the American Republic, there has been strong disagreement between those Americans who favor political isolation and those who favor political engagement and the forming of alliances.
